Woodland adopts 2025 Emergency Operations Plan; council cites outreach, recovery and language-access work ahead

The Woodland City Council voted 4–0 on Oct. 7 to adopt the city—s 2025 Emergency Operations Plan, a high-level, all-hazards framework officials said will guide emergency response, communications and recovery planning.
City Manager Ken Hyatt introduced the item and said the council would be asked to sign the roughly 200-page plan after the briefing. "We never expect tragedy to happen or hazards to occur," Hyatt said, "but we would need to be prepared when it does happen."
