Board approves July–September financials after Munis transition; directors still seek pooled-cash clarity

Olga Keogh, controller for BPWA agencies, presented Millview—s balance sheets and check registers and explained the district transitioned from QuickBooks to the city—s Munis system in January 2025. Keogh told the board Millview now uses three funds in the city accounting system: an operational fund (922), a capital-charge fund (923) and a connection-charge fund (1924). She reported the operational fund's Citibank cash balance at about $49,000, the capital-charge Citibank cash balance at about $287,000 and the connection-charge balance at about $61,000 as of the September report.
Directors pressed staff about why many disbursements were paid out of the pooled Citibank cash account and whether the city was retaining Millview revenues. Keogh explained that the city accounts for multiple funds in a pooled cash arrangement and that the district retains fund balances; she said the city could perform a transfer or "true up" to the district's savings account on the board's instruction. Keogh offered to provide a simple cash-flow diagram to make those flows clearer.
During discussion directors also asked for clarification about how interest earnings, revenue receipts and checks are posted in the pooled account. After discussion the board voted to approve the July check register and then approved the financials for July, August and September; roll-call votes were recorded. Director Cardoza had earlier abstained on approval of Sept. 16 minutes because he was not present at that prior meeting.
Board members requested staff contact the city finance director and, if necessary, schedule a special meeting so the district can review the cost-allocation and pooled-cash methodology in detail. Keogh said she will prepare a draft cash-flow chart and circulate it to the board.
