Ojai introduces 2025 California building code with local amendments; council corrects clerical typo

City staff presented the proposed local ordinance to adopt the 2025 California Building Code and associated local amendments during the Oct. 28 council meeting. The ordinance carries forward local measures the city adopted previously, including a stricter local threshold for required roof replacement during regulated remodels and prior FlexPath administrative permissions.
Community Development Director (acting city manager) Seibert explained that much of the state’s 2025 updates fold Wildland-Urban Interface (WUI) code provisions into a single chapter, and that the city’s previously adopted local requirements — for example, maintaining a more stringent roof-replacement threshold than the state minimum — are preserved in the proposed local amendments. Seibert also noted a statewide procedural change: code adoption is moving from a three-year to a six-year cycle.
Staff emphasized the city may adopt local amendments that are more stringent than state code but may not reduce the state minimum protections. The ordinance as introduced corrected a clerical cross-reference in its draft language (an internal section number noted by staff as e110.3 that should read e110.2).
Council introduced the ordinance for a second reading; the motion passed on a roll call with Council member Ruhl recorded as abstaining. The ordinance will return for a formal second reading and final adoption at a future meeting.
