The Mount Airy Area Planning Commission voted Oct. 27 to certify the 2025 fall amendments to the Carroll County Water and Sewer Master Plan that bring county service designations into alignment with the town’s adopted 2023 master plan. The motion passed after commissioners requested staff re‑check the status of a mobile‑home park parcel near Twin Arch Road.
Commission action: Commissioner [motion sponsor: Chair Ralph Kent] moved to forward the list of amendments as presented, conditioned on staff verifying the classification of the mobile‑home park parcel; Commissioner Bridal seconded the motion. The commission voted in favor; no commissioners recorded an opposition. Chair Kent signed the certification for transmittal.
Why it matters: the fall amendment package updates the county’s maps and priority categories (W1 existing, W3 priority, W5/W7 future, etc.) so the county’s water‑and‑sewer plan reflects recent town land‑use decisions and adopted master‑plan changes. Several amendments move parcels from future categories into nearer‑term priority or existing service designations; staff said this is driven by adopted town land‑use changes and active development proposals that will need water allocations and APFO review.
Commissioner and staff comments emphasized that certification does not itself authorize construction or service extensions; future site‑plan submissions, water‑allocation procedures and state review will govern timing and approvals. Commissioners asked staff to confirm whether a specific mobile‑home park parcel accrues an existing service designation because some state or MDE requirements have already compelled water/sewer action in that area.
Next steps: town staff will forward the certified package to Carroll County for its review and then to the state as required. Staff also will follow up to confirm the Twin Arch / mobile‑home parcel designation and report back to the commission.
