El Campo council declines broad ban on parking on lawns after staff survey and enforcement concerns

City planning staff told the council that El Campo currently has no ordinance banning parking on lawns and presented sample language and a scan of nearby municipalities; only Sugar Land among the sampled cities has such a rule.
"We do not have a rule for parking in the grass, at this time," staff said and noted the planning commission had requested examples for the unified development code rewrite. Staff listed other cities surveyed for reference.
Councilmembers argued a citywide ban would be difficult to enforce and could unfairly impact households with one-car driveways that must park additional vehicles on the lawn. One member described practical challenges: families with multiple drivers who depart at different times sometimes park one vehicle behind another in a short driveway, and limiting grass parking could create daily hardship.
Because of enforcement complexity and a desire not to "mess with people's property," the council indicated it would not pursue a grass-parking prohibition at this time. Staff said they would not advance the item further unless the council requests it again.
