Council oversight hearing finds measurable gains on NYCHA mold response but compliance remains far below HUD targets

The New York City Council's Committee on Public Housing held an oversight hearing on NYCHA's remediation of mold and leaks, hearing testimony from tenants, the federal HUD monitor, the court-appointed ombudsperson and NYCHA officials.

"Mold is a serious issue," Council Member Chris Banks, chair of the committee, said as he opened the hearing devoted to "updates related to NYCHA's remediation of mold and its developments." The chair framed the session around resident health and compliance with the Baez consent decree and the HUD agreement.

Why it matters: Residents and monitors said mold and related leaks continue to harm tenant health and housing stability. The federal monitor and the ombudsperson described measurable improvements in some response metrics but said those gains fall far short of the agreement's 95% timeliness targets and will be fragile without sustained funding for large-scale plumbing and building repairs.

- Federal monitor: Neil Borofsky, one of the federal co-monitors, told the committee the monitorship has documented an increase in timely mold response from single-digit rates to roughly 28 percent in the most recent statistics, calling that "an extraordinary increase in a relatively short period of time" but adding that the rate is still "unacceptably low." He and his team emphasized efficiency, accountability and the planned rollout of a LEAK standard procedure to improve leak response and data collection.
