"Mold is a serious issue," Council Member Chris Banks, chair of the committee, said as he opened the hearing devoted to "updates related to NYCHA's remediation of mold and its developments." The chair framed the session around resident health and compliance with the Baez consent decree and the HUD agreement.

- Federal monitor: Neil Borofsky, one of the federal co-monitors, told the committee the monitorship has documented an increase in timely mold response from single-digit rates to roughly 28 percent in the most recent statistics, calling that "an extraordinary increase in a relatively short period of time" but adding that the rate is still "unacceptably low." He and his team emphasized efficiency, accountability and the planned rollout of a LEAK standard procedure to improve leak response and data collection.
