The commission cast a favorable first vote on a rezoning and preliminary master development plan for the 77.55‑acre Myers Hill property (recently annexed) that would allow roughly 190 single‑family detached homes with alley‑fed lots and multiple access points connecting to Dobbins Pike, Hicks Lane and an eventual stub out to adjacent parkland.
Staff told the commission that the project had previously stalled over questions about Hicks Lane; the applicant has since committed to improvements to Hicks Lane and other off‑site work and added alley‑fed product to reduce driveway counts on the primary corridor. Staff added 10 conditions addressing road improvements, construction phasing and clarification of open‑space programming; the plan also includes a roundabout in the internal network to maintain traffic flow near the park access.
Jim Harrison of CSDG, the applicant, said the design protects natural areas, provides about 42.9% open space across the site and concentrates playground amenities in three pocket parks. Harrison said converting many lots to alley‑fed product was intended to minimize direct driveway access on the main corridor and improve circulation for Triple Creek Park visitors.
Commissioners praised the changes and the coordinated approach with county road staff to make Hicks Lane amenable to future paving and access; the commission recommended approval and will forward its recommendation and conditions to City Council for final action.
