District hears schematic design for 3 Springs Elementary; bond projects include $2M for cameras

RTA architects presented schematic-design work for the new 3 Springs Elementary and told the Durango School District No. 9-R board the team is in the design-development phase with drawings due in mid-November. "Project schedule right now, we're right in the middle of the design development phase," a presenter said during the schematic overview.
Architects described a site set back from the road with classrooms arranged behind the main entry, a three-part organization with administration/cafeteria/gym up front and an Innovation Hub/media center at the school's heart. The team emphasized outdoor connections, porches and "layers of shelter" intended to create human-scaled, flexible learning spaces and outdoor classrooms. "Ultimately, 1 story was the way to go," an architect said after comparing one- and two-story options given deep soils and foundation cost tradeoffs.
Staff also updated the board on bond-funded work across the district. The Miller athletic site is largely wrapped up on landscaping and seeding, with outstanding items such as track markings, scoreboard foundations and soccer-goal installation pending. Staff said contractors for deep scoreboard foundations were difficult to secure but that one has been identified.
On financing and allocations tied to bond packages, staff said about $2,000,000 will be reallocated toward a districtwide security-camera upgrade and that a contract for the camera package is being prepared. "So we're gonna take that 2,000,000... we've already allocated the bill to the district security camera upgrades. We're actually working on that contract right now," a project presenter said.
Project procurement and schedule: staff said they will issue RFPs for two large summer-2026 projects, expect GMPs in the coming months and currently have about 8.5% of bond funds committed; committed spend is expected to grow as GMPs arrive. Bus replacements and districtwide camera installation are slated to advance in early 2026, with some site work scheduled to begin in December or January to avoid holiday windows.
No formal board vote on design approval or reallocation was recorded at this meeting. Staff said additional owner-review milestones and construction documents will be presented as design development advances.
What happens next: architects will return with a revised set of design-development documents in mid-November for owner review; staff will bring procurement materials and camera-contract details to the board when ready.
