The Millbrae City Council voted Tuesday to waive the first reading and set a Nov. 25 public hearing on an ordinance adopting the 2025 California Building Standards Code (Title 24), the 2025 Wildland‑Urban Interface Code and the 2024 International Property Maintenance Code.
Chief Building Official Kevan Aranajjad told the council the state updates to Title 24 become the city’s default standards on Jan. 1, 2026, unless a city lawfully adopts local amendments. He said the recommended ordinance largely carries forward Millbrae’s existing local amendments and noted one minor CEQA citation correction in the published packet.
Aranajjad and Community Development Director Andy Mobi said the ordinance includes local provisions related to reach codes and building electrification that remain in the draft while court challenges continue; the city will implement those provisions as directed by future judicial or regulatory guidance.
City staff recommended the council introduce the ordinance by title only, waive further reading and set a public hearing and adoption date of Nov. 25, 2025. Council took that action on a unanimous 5–0 vote.
Ending: The ordinance will return for public hearing and final action Nov. 25. If adopted, the updated codes will take effect with the statewide adoption cycle on Jan. 1, 2026, subject to any specific local amendments and legal developments noted by staff.
