York County board approves September expenditures, procurement resolution and multiple policies

Financial approvals and highlights Mr. Richardson presented September expenditures and moved to approve financial matters and Resolution 25‑63, which authorizes procurements over $100,000 and change orders over $50,000. The board recorded the motion as passed 5–0. Noted September payments and CIP obligations included:
- New Horizons: $2,843,000 for tuition to the Governor's School and special education programs. - Virginia School Equipment Co.: $764,900 for auditorium seating replacements at multiple schools (TAB, York, Bruton, Yorktown Middle). - Centennial contractors and HVAC/renovation payments and smaller purchases across technology and operations (examples cited in BoardDocs).
During discussion a board member asked about a CDW content‑filter subscription; staff said the filter is used to block unacceptable content on the division network and on student laptops at home to comply with CIPA standards.
Consent calendar, minutes and policies The consent calendar (personnel actions, donations totaling $10,605, leases with Girls on the Run and York River Concert Band, overnight field trips, student organizations and other routine items) was approved 5–0 after specific minutes for Sept. 22 and Sept. 24 were pulled for separate votes. The two sets of minutes were later approved 4–0 with one abstention (Mrs. Fairman said she was not in attendance and therefore abstained).
The board approved several policies by recorded votes of 5–0, including: - IGBGA (online courses and virtual school programs) - IGAE/IGAF (health education and physical education content updates), which staff said reflect existing instruction and legal references - IGAJ (driver education) - IIBEA/GAB (acceptable computer system use)
Closed session and other business The board approved moving into closed session under Va. Code § 2.2‑3711(A)(1) to discuss specific candidates for appointment to the Special Education Advisory Committee; the motion passed 5–0. The meeting included a superintendent report and ended after the closed session motion.
