Planning staff presented a hand‑annotated map showing the two lots (Lots 54 and 55, Range 10) adjacent to higher-intensity P‑4 and P‑5 properties, including a drive‑through coffee shop across from the Vaquero and other commercial parcels. Jill, city planning staff, said the owner submitted the application on July 1, certified letters were mailed to adjoining property owners, and staff received two calls with no objections. Jill advised the council that "all legal requirements have been met. So my recommendation would be to honor his request."
A member of the public during the hearing encouraged higher-intensity zoning to bring additional sales tax revenue and more activity to the block. Council members discussed a previous, separate request deeper on Maple Street that the council had not approved and noted that context matters for where increases in intensity are appropriate. Council Member Tony Battle said the proposed change "seems to make sense, especially based on the surrounding properties," and emphasized caution about extending such changes deeper into strictly residential areas.
The council voted 4–0 to approve the change in place type (motion by Debbie Green, second by Jeff Flowers). Lynn Palmer was absent.
