The Kingman City Transit Commission approved the July 28, 2025 meeting minutes and heard an update on Tuesday from Sherry, the public transit superintendent, about progress on a proposed transit center and related grant applications.
Sherry told commissioners, “That’s still moving along. We’re still working to secure property, a lease.” She said the next project steps are completing a National Environmental Policy Act (NEPA) environmental assessment and performing engineering and design work, and that staff is preparing a grant application to help pay for those tasks.
Sherry said the Arizona Department of Transportation (ADOT) issued a notice of funding availability for the Section 5339 formula program for buses and bus facilities. “In this year's application, we're requesting funds to complete the National Environmental Policy Act, NEPA environmental assessment, and facility engineering and design for the transit center. And, also, in that application, we're requesting funds to purchase 1 replacement ADA equipped transit vehicle,” she said. She told commissioners she would email a template and request for a support letter to the commission.
Sherry also briefed commissioners on the Section 5311 rural transit program grant cycle, telling them ADOT will hold a grant-implementation workshop in November for the next application period that would fund a portion of administrative and operating expenses. She described the funding period the application would cover as federal fiscal years 2027–2028 (Oct. 1, 2026–Sept. 30, 2028).
Commissioners pressed on operations and ridership trends. Commissioner Kelly noted ridership for July and August was lower than the same period the prior year. Sherry said she did not have a definitive cause and that ridership tends to fluctuate; she added service hours during the period were about the same. She also said one part-time transit-operator position is open and that applicants must hold a current commercial driver's license with passenger endorsement.
Sherry described several recent outreach and service events: CART brought a bus to a transportation-themed preschool event on Sept. 10; CART provided transportation support for a Kingman Fire Department mass-casualty training on Sept. 25; and on Oct. 15 CART provided free rides for 52 participants at a drug-recovery event. She said CART plans to participate in the Kingman Downtown Merchants Association Christmas lights display on Dec. 6.
On procurement, Sherry said staff has drafted an RFP for bus advertising but has not released it because of pending changes to signage regulations.
Commissioners requested several future agenda items: an update on possible service to the industrial park (Sherry said work on that is on hold due to funding), consideration of reintroducing high-school stops, and an update on route modifications from the long- and short-range study. Chairperson Hayes adjourned the meeting.
