Developers Conner Commercial Real Estate and McShane presented a revised concept Oct. 7 for a multifamily residential project at 13–73 S. Milwaukee Ave. The updated plan calls for roughly 290 apartment units with 18 townhomes along the south property line and a parking garage adjusted to accommodate an added level.
Staff and the development team focused discussion on site access. Conner/McShane reported that the Illinois Department of Transportation (IDOT) raised no substantive objections to the proposed north access at preliminary review; the developers said they received conflicting internal comments from IDOT about a potential south access (one reviewer suggested right‑in/right‑out, another suggested no access) and that an intervening parcel between the project and the nearby American Hotel signal is currently difficult to acquire because its title owner died without an obvious heir. The team said they will continue pursuing the southern connection and that, in the near term, confirmation of full north access allows technical review to proceed.
The board and staff emphasized the importance of traffic analysis; staff said the applicant provided a traffic analysis including projected wait times and that the study showed typical wait times for an unsignalized access comparable to other driveways along Milwaukee Avenue. Trustees expressed support for moving into technical review provided the access configuration is acceptable to IDOT and that staff keep the board informed on signal/access negotiations.
Planning staff will continue technical review, and the project will return to the Planning and Zoning Commission and the board for formal consideration once engineering, access and entitlement issues are resolved.
