Public works staff said the attached agreement outlines responsibilities among Lowndes County, GDOT and CSX Transportation and emphasized Lowndes County is a signatory because Old Quitman Road is a county local road. Staff said GDOT will be responsible for 100% of the funding and, as of staff's latest update, the project is on schedule to be advertised for bids (let) on Nov. 21.
A commissioner asked about construction time; staff said GDOT project staff typically do not commit to contract durations in the agreement and that similar projects usually take about 18 months once awarded. Commissioners approved the agreement by voice vote.
The approval on the record did not obligate the county to funding; GDOT remains the lead agency for design and construction and will work with the awarded contractor on schedule.
