Redmond CIP Q3: MOC validation underway; BelRed utility delays, lift'station upgrades move to award, gate lawsuit dismissed

Public Works Director Aaron Burt and capital program staff presented the city's third'quarter Capital Improvement Program update at the Oct. 14 study session, covering project status across parks, transportation, utilities and the municipal operations campus (MOC).
MOC validation and team selection: Staff announced that the city selected a design'build team (the LMS team) for the MOC campus redevelopment and that the project is in the validation phase. Project managers said the validation will verify program assumptions, identify any scope-to'budget gaps, and outline dispersed operations or relocation needs during construction. Steve Gibbs, capital program manager, said validation is the checkpoint where the city will decide whether the site, program and budget align and will return to council at that point for direction.
BelRed buffered bike lanes: Construction is ongoing but slowed by utility coordination; crews have encountered inaccurate historic utility records and one gas strike that required careful excavation and added time. Staff said extra costs from the delays remain limited at this point and work continues.
Lift station upgrades (Phase 2): Staff described pump and motor upsizing and the addition of cutters to address frequent clogs from wipes and ragging in certain pump stations. Bids opened lower than the engineer's estimate and the project is expected to come to council for contract award in mid'November.
South reservoir tank and joint projects: Staff reported the South Reservoir tank (a joint asset with Kirkland and Bellevue) is on a multi'year schedule run by Kirkland; design began this quarter and construction is planned for 2027'2029.
NE 120th/170th gate litigation: Burt said a Superior Court judge dismissed the lawsuit challenging the city's planned removal of the gate (dismissal with prejudice) and the city is preparing an implementation plan that includes traffic calming north of the city line; a 30'day appeal window remains open.
Ending: Staff will return with MOC validation findings at the first major checkpoint, present the lift station contract for award in November, continue utility coordination on BelRed, and proceed with implementation planning for the gate project if the judgment is not appealed.
