Council approves MLGW fiscal consent items including large transformer and infrastructure contracts

The Memphis City Council approved MLGW fiscal consent items (agenda items 12–21) on Oct. 7 after a committee recommendation. The Comptroller read multiple contract awards, purchase orders and renewals intended to support utility operations.

Key items recorded on the floor include: a contract award for pole restoration system services to Osmos Inc. Utility Services in the funded amount of $7,006,398.86; a purchase order for fiber optic material to ATG Supply LLC for $352,945; a 60-month purchase order ceiling for batteries, racks and chargers to SACT America Inc. not to exceed $2,500,000; a 60-month purchase order program for power transformers with primary and emergency partners with a combined funded ceiling of $112,000,000; renewals and increases for right-of-way survey helicopters, landscaping, payment center services, service truck purchases and an internal audit supervisor salary; and an extension of workers’ compensation stop-loss brokering for $60,000.

Councilman Spinoza reported the committee recommended approval; the MLGW slate was moved and approved by recorded roll call. The recorded vote was unanimous by members present. Several procurement items carry large ceilings and will proceed through the city’s normal contracting and purchase-order processes. The council’s approval authorizes staff to complete contracts and expenditure up to the amounts noted; specific procurements may still require departmental contracting steps.
