Alderwoman Oyesha Saunier told the Public Infrastructure and Utilities Committee on Oct. 29 that Board Bill 13 would restore St. Louis City maintenance responsibility for a portion of St. Vincent and Park Avenue in the 2700 block that a 1981 ordinance removed from city care.
Saunier said the issue came to her attention after calls from constituents who could not request basic city services such as paving or pothole repair because the parcel is technically outside city maintenance responsibility. She told the committee she could not find departmental records explaining why the responsibility was removed in 1981 and that long‑term residents she contacted also did not know the reason.
Committee members said the change appeared reasonable given the block’s public access and that resuming city responsibility could allow residents to request paving and other services in the future. There were no public comments recorded on the item.
Saunier moved for a due‑pass recommendation; the roll call recorded five ayes and the bill passed out of committee with a due‑pass recommendation.
