Alan Russo, a Gardner resident, told the Gardner Conservation Commission that a March 10 wastewater facility inspection by the state found the sludge landfill “not in compliance,” citing an outdated operations and maintenance manual and other deficiencies. Russo said he submitted the inspection to the commission and urged it to keep the enforcement order open.
Justin (staff), who said he conducted a recent site visit with health directors, reported no new evidence of releases, sediment migration or health hazards found on that visit. Commissioners discussed seasonal risks — dying vegetation, freezing and increased precipitation — that could heighten slope erosion and potential releases over the coming months.
The commission voted to keep the enforcement order open and to continue the matter to Nov. 24 to give parties time to assemble and submit inspection reports and as‑built documentation. The motion passed on a voice vote with all commissioners present saying “aye.”
