The commission voted to relocate the Full Circle sculpture from Veterans Avenue Riverwalk to a site in Old Settlers Park after a floodplain analysis concluded the sculpture’s base would displace floodwaters and could break loose in a major event. The Friends of Sculpture and staff identified the Old Settlers Park location and the donors agreed to the move.
Commissioners approved a route change for the Snow Hill snowmobile trail through Quass Creek Park on the condition that the West Bend Kettle Trail Blazers obtain permission from two private driveway owners where the trail would cross private approaches. Staff said the proposed route would run across park property and cited existing culverts and a berm in the area; departments including police, public works and water utilities raised no operational objections.
A separate resolution authorized transferring $28,124.33 from the recreation fund balance into an expense account to cover construction and operating costs for the Westbury Bank Aqua Park until pledged donations arrive over the next six years. Staff reported the recreation fund balance remains healthy and expected redeposits later in 2025.
The commission also approved Westman Baseball Association proposals for synthetic bullpens, batting tunnels and an access gate at Cuss Field (estimated value about $105,000), accepted the Ziegler Family Foundation’s donation of three historical kiosks (approximate value $5,000), approved modest program-fee changes (notably a $1 per-class increase for resident archery), and accepted three donations: $25,000 from West Bend Friends of Parks and Recreation, a $5,000 installment from Westbury Bank, and $1,000 from Roots and Branches to the PARC fund.
All motions on the Oct. 30 agenda were carried by voice vote in open session. Specific vote tallies were not recorded in the minutes; staff indicated each item carried by majority voice vote with no recorded objections.
