Commission approves HCSA exemptions, exonerations and estate settlements including a contested Puhalla settlement

The Hampshire County Commission approved a set of HCSA exemptions, exonerations and estate settlements during its Oct. 28 meeting after staff and HCSA representatives reviewed cases and made site visits where appropriate.
Clerk and HCSA staff summarized a stack of exemption requests and recommended actions; commissioners voted to accept the HCSA recommendations for the initial batch and for the larger stack presented at the meeting. Commissioners noted the administrative workload involved in reviewing large numbers of exemption and exoneration requests.
The commission also considered estate settlements and waivers of final settlement. One estate, Kathleen Puhalla, had objections filed by beneficiaries after receipt of the executors— accounting; the clerk advised commissioners on two options: approve the settlement now (with right of appeal to circuit court) or refer the matter to a fiduciary commissioner (which would require objectors to post funds for compensation). After discussion and a review of the executors— records, commissioners approved the final settlement for the estate of Kathleen Puhalla and approved other estate settlements and waivers as presented.
All motions related to exemptions, exonerations and estate settlements were approved by voice vote during the meeting.
