The council discussed scheduling to certify recent election results and the process for filling two council vacancies after recent resignations. Staff recommended certifying results and handling vacancy notices at a short meeting on Nov. 17, 2025.
Staff told the council they had consulted the lieutenant governor's office on eligibility questions and reported that an appointed council member does not have to resign to put her name forward for another open seat. Staff recommended the member apply for the open seat and, if appointed, then resign her current seat; that sequence would create a brief additional vacancy that the council would then fill.
Staff also emphasized the procedural requirement to obtain written resignations before posting vacancies and noted the council must fill authorized vacancies within the statutory 30-day period once written resignations are on file. The council agreed to set the certification for Nov. 17, with certification to be the only item on that meeting's agenda to minimize other business.
No appointments were made at the work meeting; staff said they would post notices, collect written resignations and return with appointment procedures and candidate notices for the Nov. 17 meeting.
