Rick Brinkworth, a local vendor, presented updated quotes for a networked security camera system to cover the city office entrance, the council chamber and (optionally) the maintenance building. Brinkworth described the proposed system as having a five-year equipment warranty and said there is no monthly subscription required.
"All of the equipment has a five-year warranty on it. There's no monthly subscription," Brinkworth said when asked about ongoing costs. He added that the system can be configured to record on motion, has redundant hard drives, and includes mobile and web access for on-demand playback.
Council members compared Brinkworth's quote with competing proposals. Brinkworth said his company is local and can provide responsive, hourly service billed in 15-minute increments; one competitor's quote was substantially higher. Staff told the council that a county grant or the county finance office could pay the vendor directly once the work is complete, which would avoid the city having to "float" the project in its budget.
Council members agreed the low bid appeared preferable and asked staff to place a motion on the next regular-meeting agenda to authorize procurement. No procurement motion was approved at the work meeting; staff said they would bring the item to the regular meeting for a formal vote.
If approved, the purchase would cover one exterior camera at the office, a camera in the council room, and an extension to the maintenance building, with the vendor installing and warranting the equipment.
