Southern York County SD approves SiteLogic GEESA contract and $7.36 million capital transfer for 2026 "greatest needs" work

The Southern York County School District board on Oct. 20 approved an initial Guaranteed Energy Savings Act agreement with Reynolds Energy Service Inc., doing business as SiteLogic Energy Services, to perform mechanical and roofing work at Shrewsbury Elementary School, Southern Elementary School and Southern Middle School. Board President Jennifer Henkel moved the contract approval, which the board passed with no recorded nays or abstentions.

The agreement covers a portfolio of ‘‘greatest needs’’ repairs and replacements — including boilers and hot/chilled water pumps with variable-frequency drives, replacement of rooftop HVAC units, roof replacement at Shrewsbury Elementary and removal of underground and aboveground oil storage tanks — that SiteLogic presented as necessary to keep buildings “warm and dry.” Mike Arnold, vice president of operations for SiteLogic, said the company will provide measurement-and-verification and a contractual guarantee on energy savings and that the procurement approach consolidates single-source responsibility under the Guaranteed Energy Savings Act (GEESA) delivery model. "We're right around 17000 a year from the from the projects that we are proposing here tonight," Arnold said, describing the estimate of annual energy savings.

SiteLogic and the district reported multiple competitive bids on subcontract packages and a comparison of costs to earlier estimates. Damien Spahr, SiteLogic program executive for the district, said the project estimate prepared earlier in the year totaled $7,240,832; after bids and soft costs the full project total was $7,353,600, about 1.6% above the estimate. Spahr told the board the GEESA contract subtotal stands at $6,948,695 based on the current scopes and vendor pricing. The board approved a motion with a construction subtotal not to exceed $7,000,000 "subject to final review by administration and the district solicitor."

District and SiteLogic staff outlined scheduling and disruption mitigation: procurement in fall 2025, construction beginning spring 2026 with work finishing in August 2026, and critical roof or rooftop work to be staged to minimize classroom disruption (second shift, nights or weekends where required). Spahr said the project team will use MySiteIQ for long-range facilities planning and to support grant applications, and SiteLogic noted it will assist with state grant applications (PSFIG) and local advocacy to pursue available funding.

Board members asked about technical and contingency issues: measurement units for guaranteed savings (SiteLogic confirmed savings are calculated on consumption units such as kilowatt-hours and reported via measurement and verification), potential asbestos or contaminated soil exposure (SiteLogic said it is not aware of asbestos or leaks in the work areas and noted environmental remediation, if discovered, would be the district’s responsibility), and equipment manufacturer selection and warranties (SiteLogic said a manufacturer substitution could reduce cost by roughly $70,000 and would be vetted for warranty and local serviceability).

The board also approved a $7,360,000 transfer from the general fund to the capital reserve fund to fund the GEESA project; the motion passed with no recorded nays or abstentions. Members discussed that the $7,000,000 figure in the approval language refers to the project subtotal line rather than the final total that includes soft costs.

Next steps noted by staff included final insurance and builder's risk pricing, confirmation of warranties and manufacturer choices, and a return to the board in November with additional detail on skylight and standing-seam roof options for Shrewsbury Elementary. The administration will complete final review with the district solicitor before executing the contract.
