Skylark homeowners press city as Lennar completes delayed infrastructure

Homeowners from the Skylark subdivision told the San Marcos City Council on Oct. 28 that Lennar has yet to complete required infrastructure — including sidewalks, internal streets, service roads and more than 10,000 feet of fencing — more than two years after the builder sold the final home.

Bill Steiner, representing the Skylark Homeowners Association, said the community remains in "limbo" because Lennar retains title to infrastructure components and the association cannot finalize community responsibilities until the city accepts the public improvements. He noted the city holds construction bonds and insurance money and asked staff and council to use available tools to compel completion.

City staff said Lennar resumed active work about two weeks before the meeting and is providing daily photographs documenting progress. Isaac Ejimendi, development services director (referenced by staff during the meeting), was identified as the staff lead receiving documentation; staff thanked homeowners for their patience and said they are monitoring the work and elevated internal contacts at Lennar to ensure momentum.

Outcome: The item was presented during public comment and not agendized; staff committed to follow up with the homeowner group and to provide updates. Council members thanked staff for engagement and asked that staff report back with an estimated completion timeline once documentation and schedule are confirmed.
