York County sets interim roads supervision; office manager to assume additional duties starting Nov. 1

The York County Board of Commissioners discussed and recorded an interim supervision plan for the roads department on Oct. 28 while the county recruits for the highway superintendent position.

County staff said the interim arrangement will start Nov. 1. Ashley Rasmussen, currently the roads office manager, will continue payroll and accounts payable duties, maintain the new Novo asset/maintenance mapping program, assume the outgoing supervisor's county cell number to serve as a public contact and handle office functions. Greg, the roads foreman, will manage day‑to‑day field operations (motor graders, truck drivers and dirt crews). Anthony will remain the shop foreman. County liaisons (Andy and Daniel) said they will expand their presence and be available as escalation contacts for calls that cannot be resolved through the two interim supervisors.

Staff told the board the arrangement is meant to be short term and that a recruitment will proceed for the highway superintendent position. Commissioners and staff emphasized the continuity of emergency call routing and that additional phone numbers will be placed on the employee call list to ensure coverage during nights and weekends. No formal personnel appointment or change in pay was recorded in the meeting minutes; the board treated the plan as operational direction to staff.

The board asked staff to return with any required formal actions if staffing or pay changes are proposed during recruitment.
