Commissioners approve three‑year service plan to update courthouse HVAC controls

York County commissioners on Oct. 28 approved a three‑year service agreement with Engineer Controls to maintain and upgrade the courthouse HVAC control system.

Brian Lewis, the county's courthouse maintenance official, told the board the package includes annual software updates, monitoring of trouble codes, an alert system to notify staff of issues outside business hours, two scheduled on‑site visits per year and a 20% reduction in labor rates for repair work performed outside those visits. Lewis said those features would allow staff to identify and sometimes fix problems before they cause courtroom or office disruptions; commissioners cited recent summertime unit failures as an example of service gaps the plan aims to reduce.

Commissioners discussed pricing and payment cadence (semiannual payments were referenced) and acknowledged the county had already incurred a controller replacement this year that might have been cheaper under a service plan. After brief discussion about relationship value and potential labor‑cost savings, a motion to accept the three‑year Engineer Controls service plan was moved and approved by roll call; the board recorded unanimous approval.

Next steps: facilities staff will coordinate the initial software upgrade and schedule the first on‑site visit with Engineer Controls and will track warranty/maintenance savings for future budget review.
