North Miami CRA to open residential rehab applications Dec. 1; staff reports projects in default and developer updates

The North Miami Community Redevelopment Agency heard program updates from staff, including timelines for a residential rehabilitation program, availability of low‑income rental units, and status updates on projects that are behind schedule.

The executive director said applications for the residential rehabilitation program will open Dec. 1 and close on Jan. 23; the CRA budgeted $1.3 million for the program for the year and the regular rehabilitation program can provide up to $30,000 per household under its broader scope. Separately, the board was told the GMCS beautification program approved earlier in the meeting offers roughly $10,000 in improvements per selected home and will prioritize North Miami residents for the 15 residences targeted.

Staff provided a status report on projects in default, explaining the projects have exceeded their contracted construction periods and staff are attempting to work with developers to cure the defaults rather than rescind funding. Staff said many of the defaulted projects are at least 50% complete, and that no major infrastructure projects are currently in default. The CRA is awaiting required submissions from the Redwood developer before bringing a follow-up item back to the board; the executive director said an item related to Tower 2/Phase 2 will be returned when staff and the developer have documentation ready.

Staff also said the Rucks Park project is awaiting a decision on surtax funding from Miami‑Dade County and that the CRA will follow up to confirm whether those funds were awarded. The attorney thanked the board for approving the attorney contract for the coming fiscal year and expressed readiness to continue work with staff.
