Tom Hargard, project manager and landscape architect with Kimley‑Horn, described the scope as three primary tasks: initial due diligence and site data coordination with FDOT and utility providers; design of permanent irrigation and preparation of construction documents; and limited construction-phase observation to confirm installation matches contract documents. He said the corridor limits for the project run roughly from Northwest 150th Street to Northwest 80th Street, and that the project will coordinate FDOT highway landscaping permits for the project segments.
Board members and the Northwest Seventh Avenue CRA executive director raised specific design and community considerations, including roadway and median lighting, permanent electrical outlets for seasonal decorations, the species and condition of existing trees, and a request for an interim briefing before final tree removals. Casanova Pappell, executive director of the Northwest Seventh Avenue CRA, emphasized that irrigation would enable a broader palette of plantings and that the two CRAs are coordinating to speed work where possible.
Staff clarified this agreement funds the preparation of construction documents and is not the construction contract itself; construction will require separate contractor procurement and FDOT permits. The board approved the Kimley‑Horn contract unanimously (4-0).
