Finance Committee approves mixed capital package: partial sheriff vehicle funding, highway road allocation and vehicle-replacement funds

Stephenson County’s finance committee approved a package of capital allocations after a lengthy debate over vehicles, highway needs and available reserves.

The package adopted by voice vote included $200,000 toward sheriff vehicle replacements, $100,000 to the general vehicle-replacement program, roughly $286,000 designated toward the Dakota Road project and $40,000 allocated to animal-control relocation (the animal-control allocation was described separately). The committee acknowledged those totals represent partial funding relative to the full requests and directed staff to pursue grant opportunities and additional funding sources where applicable.

Members spent considerable time questioning vehicle selection (model and price), whether five Tahoe-class vehicles were required, and whether cheaper alternatives (Ford Explorer or other state‑bid units) could meet needs. Several members favored phasing purchases across budget years or using less-costly vehicle specifications; others argued public-safety mileage and equipment needs justified higher-priced configurations once outfitting costs were included.

Adrian presented cash-availability scenarios for the capital fund, explaining standing obligations and ARPA interest balances; committee members approved the partial allocations while asking staff to return updated scenarios showing remaining reserves and options for funding additional requests in later budget cycles.
