The committee authorized proceeding with tax-deed takings on 17 parcels identified in the meeting packet if owners do not remit payment by the November 3 deadline. Administrator Leonard reviewed the parcel list and the county's prior practice of placing deed restrictions on taken parcels to encourage housing uses. "Again, in terms of action today, we have 17 parcels that are listed," Leonard said while summarizing the packet (00:01:34).
Committee members debated whether deed restrictions should be put in place immediately or deferred until the county can analyze sale-disposition outcomes. Chair Gibbs asked whether deed restrictions could be added later; staff answered that if the county owned the deed it could place restrictions prior to sale. Supervisor Poole said he preferred holding off on deed restrictions "unless it's proven that they're needed" (00:12:48). Administrator Leonard reminded members of a 90-day repurchase window for former owners; "we actually have not sold any of the parcels because, I believe don't hold me to this, but within your ordinance, I believe it's the former landowner has 90 days to repurchase," he said (00:10:50).
Leonard also described past outcomes from an initial batch of 53 properties: 15 paid, three were removed from process, two were repurchased by owners after takings (which satisfied lien holders), four appraisals are pending, and two evictions are in progress (00:03:03; 00:04:14; 00:04:48). On the legal interaction with bankruptcy or probate, staff noted stays can prevent immediate takings though taxes generally remain due and bankruptcy repayment plans can affect timing (00:05:43).
After discussion, Chair Gibbs moved to authorize the takings and to revisit deed restrictions once the committee has data on disposition impacts; Supervisor Lemmer seconded and the motion carried (00:15:02). Staff were directed to monitor repurchases and report back on how deed restrictions affect sale price and disposition.
