Staff recommended awarding the contract and said the project will be paid in conjunction with the Wisconsin Department of Transportation under an approximately 80/20 cost split. Staff told the committee WisDOT's portion would be roughly $645,000 and that the city's share would be the remaining portion of the contract; the transcript records the split but an exact city dollar amount was clarified by subtraction (contract total less WisDOT share) rather than an explicit single figure. The project is included in the city's capital improvement program and the 2026 CIP request.
Staff also told the committee WisDOT was holding formal contract award pending completion of real estate acquisitions tied to the project; staff anticipated some minor work this year but said main construction will likely occur in spring after state clearance.
A motion to approve award of the contract was made by Alder Eck and seconded by Alder Ritterbush; the motion carried. Committee approval is a recommendation to the Common Council, which will consider final action on Nov. 11.
