Panama City Community Fund board ratifies disaster-relief expenditures, OKs $11,600 holiday luncheon

The Panama City Community Fund Board of Directors on Oct. 14 unanimously ratified fourth-quarter expenditures from the Panama City Disaster Relief Fund and approved a budget not to exceed $11,600 for a December 2025 employee holiday luncheon.
Staff told the board that the Disaster Relief Fund includes a restricted amount of donated funds designated for city employees and that City management considers employee recognition events an allowable and reasonable use of those donations. Staff recommended ratifying $4,284.50 for an employee appreciation breakfast and $1,296.00 for preparation of the fiscal year 2024 Form 990; the board approved the recommendation by a 5-0 roll-call vote.
Staff also recommended board approval of expenditures not to exceed $11,600 for an employee holiday/Christmas luncheon in December 2025, estimating costs at $11,541.98. The board approved that motion by a 5-0 roll-call vote.
Earlier in the meeting the board approved the minutes from the July 8, 2025 Panama City Community Fund Board of Directors meeting and accepted the financial reports, each by unanimous 5-0 votes. No members of the public offered comment during the public-comment period.
