Board approves schematic design, scope for Jefferson Elementary renovation; designers to deliver plans in 90 days

The Jefferson County School Board confirmed approval of the schematic design and scope of work for the Jefferson Elementary renovation after a presentation by architect Bill Blankenship. The schematic includes a new perimeter drive with a roundabout, separate car- and bus-drop canopies, an expanded secure administration suite with a secure vestibule and relocated School Resource Officer, a new gym addition and renovated administration wing, complete restroom replacement to ADA standards, full plumbing replacement, a new sprinkler system, and exterior façade repairs.

Bill Blankenship, the project architect, said the team reached the end of schematic design and, with board approval, will move into design development. “I would like to have 90 days. 90 days,” Blankenship told the board when asked how long it would take to deliver the design-development package. He also summarized other scope items: new HVAC and electrical, upgraded technology and security, new classroom finishes and furniture, and potential playground replacement if site work impacts existing play equipment.

Board and staff Q&A covered safety and operability (Blankenship said the proposed classroom windows are not operable and the building will have a new sprinkler system), car-rider capacity and circulation (the plan adds multiple simultaneous car-unload locations and a perimeter drive intended to reduce queuing), and utility work (full replacement of plumbing supply and sewer lines was confirmed). Blankenship said the project intends to replace student and staff furniture and estimated a furniture budget line of about $700,000 in the plan; he noted final inclusions will depend on bid results.

The board’s confirmation of the schematic allows the design team to advance to the design-development phase; Blankenship said staff should expect design-development drawings roughly 90 days after schematic approval.
