Council reviews developer’s offer of acreage for a park; asks for time to verify original dedication commitments

Council took up a new-business item concerning a potential land conveyance that the village was told would satisfy a previously expected park dedication. The property owner informed the village there is an interested buyer for approximately 20 acres; the owner offered a roughly 2.9-acre parcel to the village as the required park acreage.
Council members said the parcel the owner offered appears to be landlocked or difficult to access and may not match the location originally envisioned for the park (near the end of Taylor Avenue). Mayor Sammons and planning staff said the village needs to review prior plats and development agreements to confirm whether the original obligation required a conveyance at the Taylor Avenue end rather than the parcel currently proposed.
Council did not accept or reject the offered parcel at the meeting. Instead, members directed staff to research the original dedication language, verify parcel access, and, if needed, ask the owner to reconfigure the conveyance or to set up a site visit to inspect the proposed acreage. The Village indicated it will not finalize an acceptance without clear title, access and confirmation that the dedication satisfies the original agreement.
