North Bend establishes funds for Hamilton County grants to support park improvements

The Village of North Bend on Oct. 27 adopted two emergency resolutions to establish funds and appropriate grant money to support park improvements and planning. Marty, the village fiscal officer, told council the village received a $290,000 Hamilton County Economic Impact Grant and a $20,000 Hamilton County planning mini grant and asked the council to establish separate funds and appropriate those amounts.
Marty said, “I request council approved appropriations of 290,000 and 20,000 respectively,” and described the $290,000 as reimbursement tied to the capital grant submission for blacktopping work at William Henry Harrison Park. Marty said contractors have completed the blacktopping and staff await a certificate of completion required for the final reimbursement.
Council also heard that the $20,000 planning mini grant will fund a planning session with KZF Design to develop a natural playscape with community input. Marty said the planning work will involve outreach to families and children so the village does not install equipment residents do not want.
After motions to declare Resolutions 2025-28 and 2025-29 emergencies and to adopt them on first reading, the motions passed by voice vote. Councilmember motions and seconds were recorded on the floor and the clerk announced the ayes; no dissenting votes were recorded in the meeting transcript.
The newly created funds will allow the village to track grant revenues and related project expenditures separately in the municipal accounting system. Village staff said they will pursue the final grant disbursement once the certificate of completion and required documentation are in hand.
Council scheduled budget- and appropriations-related meetings for November to accommodate the grant accounting and to finalize next year’s appropriations.
