Summary
Council authorized the sale of $6,160,000 in general obligation sales‑tax revenue bonds (Series 2025A) to fund Woodlake Nature Center and Veterans Park improvements, and approved six pool‑related contracts totaling $2,244,724.40 as part of the Veterans Park subproject.
The Richfield City Council voted Oct. 28 to approve a resolution providing for the sale of $6,160,000 in general obligation sales‑tax revenue bonds (Series 2025A) to fund parks projects approved by voters in Nov. 2024. The bonds will add $1,000,000 to the Woodlake Nature Center building project and provide $5,000,000 toward Veterans Park Complex improvements; $160,000 will cover issuance costs.
In related action the council approved multiple contracts for the Richfield Pool renovation, a subproject of the Veterans Park improvements. Competitive bids were opened Sept. 25, 2025. The council approved six contracts that individually exceeded the city’s $175,000 threshold, totaling $2,244,724.40. The principal contracts approved were:
- Aqua Logic Inc.: replaster main pool liner — $798,000 - Fisher Brothers LLC: restore water slide and install pool zipline — $304,450 - Weber Recreational Designs Inc.: install pool play structure — $297,387.40 - Davis Mechanical Systems: mechanical, heating and ductwork — $275,000 - Action Fence Inc.: pool perimeter fence — $226,998 - Loeffler Construction: Veterans Park project work management and administration — $342,889.09
City staff summarized the work scope for the pool renovation: removal and replacement of an aging perimeter fence, expansion of the pool footprint into adjacent unused land to create additional shade and lawn area, reconfiguration and refresh of the concession area, sandblasting and repainting of both slides and the pool bridge, replacement of diving boards and addition of one new board, installation of a climbing wall and an aqua zipline, replastering and diamond‑coat coating of the main pool, gutter repairs and watertight coatings, replacement of the zero‑depth play feature, equipment upgrades permitted by existing spare piping, code upgrades in the concession stand (epoxy flooring, ceiling tile, backsplash, LED lighting), improved air conditioning for staff areas, and new partitions and paint in restrooms.
City staff said some bids came in lower than expected, allowing additional items (for example, playground/play features and bridge repainting) to be included in the awarded work. Council member comments expressed appreciation for the project and noted staff and contractor work to bring the project to bid; a motion to approve the contracts carried unanimously.
