At the opening of the meeting, Interim City Clerk Dave Musgrave called the roll and declared a quorum. A motion was made and seconded to go into closed session “pursuant to 610.021, subsection 1, 2, and 3 for legal, personal, and contract” matters; the council then took a roll‑call vote with affirmative responses recorded.
The meeting record shows the council left the room to conduct the closed session; the public audio feed remained running. Council later reconvened in open session and proceeded with a work‑session review of the city’s draft Capital Improvement Program. At the end of the publicly noticed meeting the council moved, seconded and voted to adjourn; the transcript records an affirmative vote to close the meeting.
The transcript records the statutory citation cited by the council in the motion but does not include details of the closed‑session discussion in the public record.
