Warrensburg staff outline SS4A planning effort after analysis finds 1,724 crashes from 2020–2024

Interim Public Works Director Phil Adlitsch updated the council on the city's participation in the federal Safe Streets and Roads for All (SS4A) planning program. The SS4A program provides a framework for a data‑driven safety action plan and can make the city eligible for future project funding.
Adlitsch said Warrensburg recorded 1,724 crashes from 2020 through 2024, including six fatalities, 42 serious injuries and 244 minor injuries. The most affected corridors were Business 13, Business 50 and US 50, and rear‑end collisions were the most common crash type. He said there were 32 incidents involving vulnerable road users such as pedestrians and cyclists.
The SS4A work plan calls for data analysis to identify high‑risk locations, robust community engagement (an online survey and interactive mapping tool, stakeholder meetings, a public open house) and a review of city policies to embed safety into projects. Burns & McDonnell will support the technical work and staff has convened a Technical Advisory Committee with representatives including the Chamber, Fire, Main Street, UCM, Hornersburg R‑6 and police.
Adlitsch outlined the timeline: public engagement and draft analysis in late 2025, a public open house in January, development of demonstration projects and a final safety action plan submitted in March 2026. He said the planning work is eligible for approximately $350,000 in grant funds and that the plan itself would be useful even if the city later seeks additional construction funding.
