Procurement and Public Works staff requested use of cooperative purchasing contracts to acquire a Caterpillar 430 backhoe (Fabic Cat) for $152,645, an International HV507 truck chassis (Rush Truck Centers of Missouri) for $132,918.92 and a 16‑foot dump bed to be installed by Viking Subrays Midwest for $118,426. Council made separate motions to award the cooperative purchases; staff noted the purchases were included in the adopted budget and that the existing older equipment will be surplused when replaced.
Administration also asked the council to ratify the city administrator’s execution of stop‑loss/excess medical coverage with Sun Life (effective Oct. 1). The renewal was executed because the city was transitioning third‑party administrators and the broker recommended renewal rather than risk a lapse in coverage; staff said the renewal produced a premium increase (overall about 10.5% when fixed premium and exposure are combined) and a higher deductible component increase driven by recent large claims. Administration pledged to competitively bid the stop‑loss coverage in the next renewal cycle.
Council approved the equipment purchases and ratified the Sun Life renewal in separate motions. Staff said the insurance and equipment purchases were budgeted and that surplused assets will be sold to offset replacement costs as appropriate.
