City staff previews five-year capital improvement plan as part of FY26 budgeting process

City administrators presented an informational briefing on Oct. 27 outlining Ozark—s first five-year Capital Improvement Plan (CIP), which catalogs department requests, funding sources and proposed phasing for capital projects.
The draft CIP identifies 73 candidate projects across city departments with a total estimated price tag of roughly $173 million (funded and unfunded combined). Examples cited at the meeting included a phased Public Safety Building (police facility planning and land acquisition), street and drainage projects, park acquisitions and improvements, fleet replacements and software investments. Staff said nine potential funding sources will be used across projects, with the general fund and water/sewer funds accounting for the largest shares.
Administration emphasized that the CIP is an evolving document linked to the annual budget: projects may move forward, be delayed, or be removed depending on funding availability and priorities. Staff said about a dozen projects had been tentatively identified for FY2026 consideration, including planning work and some vehicle replacements, while many other projects remain unfunded or scheduled for later years. The CIP will be integrated into upcoming budget deliberations and refined before final adoption.
The presentation was informational; the commission offered feedback on prioritization and asked staff to continue refining the document in coordination with the FY2026 budget.
