First readings: MoDOT detour agreement for Tenth Street bridge, Little Oaks parking ban and airport grant move forward

At the meeting the Rolla City Council took first readings on three transportation items: a municipal agreement with the Missouri Highways and Transportation Commission to permit detours under the Tenth Street bridge during a MoDOT bridge repair project, an ordinance to prohibit parking on Little Oaks Road, and an airport infrastructure grant agreement to fund construction inspection on a taxiway project.
Staff explained the MoDOT municipal agreement is needed because MoDOT will close the two streets that pass under the bridge (Oak and Elm) at times during the project and must detour traffic onto city streets; MoDOT requested an ordinance be included in bid documents authorizing the mayor to sign the agreement. The work will not remain continuously closed for the project’s full duration; closures will be incremental during construction. Staff said the bridge is owned by MoDOT and the repair contract will go to bid; the project timing is expected to occupy much of the summer construction season and the MoDOT agreement must be in the bid package.
On Little Oaks Road, staff reported narrow roadway width and public complaints about unsafe parking. Signs prohibiting parking were already posted under a safety provision; the ordinance provides formal authorization and must return within the 60‑day window required by state statute. Staff said the roadway is scheduled for reconstruction next year and will be widened to allow one‑side parking after the project; the ordinance can be revisited after reconstruction.
Administration also presented a first reading of an airport infrastructure grant agreement with MoDOT that would cover 95 percent of construction‑inspection costs for an airport taxiway project. Bids for the construction came in above estimates, and staff said they are pursuing additional conversations with MoDOT about potential supplemental funding. The grant must be obligated by year‑end and the construction contract schedule affects eligibility timing.
All three items received first reading; council will return for final readings or further action as staff refines contract and bid details.
