The Planning & Zoning Commission on Oct. 27 recommended annexation of approximately 29.2 acres owned by James River Church (annexation 25-0005) and recommended approval of three companion zoning applications: two R-4 (high-density multifamily) zones (25-0010 and 25-0012) and one C-2 general-commercial zone (25-0011) for parcels along North Farmer Branch Road.
Megan (planning staff) told commissioners the sites are contiguous to city limits, in Tier 1 and within 300 feet of city water and sewer, and that the Ozark comprehensive plan identifies the area for mixed use. She said the proposals include trail and sidewalk connectivity and tie to the planned Chadwick Flyer Trail spur. Staff recommended approval of annexation and rezoning.
Architect Brian Cubic, representing James River Church, told the commission the immediate development intent is a single building: a 36-unit multifamily structure designed as student housing for Evangel University/James River College students. "The students are actually gonna live there...James River will be paying the rent for these units," he said. The architect and church representatives emphasized the student-housing use and said the church intended to house its own students rather than open a general-market apartment complex.
Neighbors at the meeting asked about stormwater and drainage patterns on the northern portion of the site and warned that recent development across Farmer Branch has increased runoff. One resident said drainage currently channels across private property and that additional development could require culverts or other fixes. Staff responded that stormwater and traffic will be addressed during the site-plan and subdivision stages and that the southern parcels already have detention infrastructure while some north-end drainage issues predate pending annexation.
The commission voted to recommend annexation 25-0005 and recommended approval of zoning amendments 25-0010 (R-4), 25-0011 (C-2) and 25-0012 (R-4). Commissioners asked staff to ensure stormwater reviews and traffic analyses are performed at the development stage and noted the need for coordination with the Ozark Special Road District for road improvements along Farmer Branch Road.
