The board opened the public hearing on bill 3694, an ordinance to amend the zoning map for roughly 13 acres abutting East Hartley Road and just south of East Elementary School. Planning and development director Randall Whitman summarized the request, saying staff and the Planning & Zoning Commission recommended approval because the proposed single-family residential zoning is compatible with the surrounding pattern of residential and school uses and utilities are available.
John Serra, speaking for the property owner, said he supported the rezoning and offered to answer questions. Neighbors Monte and Sherry Horning spoke in opposition, stating that Hartley Road has sections designated a passing zone, limited sidewalks and lighting near the elementary school, frequent school-bus backups and high vehicle speed. They asked the aldermen to visit the corridor and consider pedestrian safety before changing zoning. Whitman said traffic impacts would be evaluated as part of any future preliminary plat and that standard mitigation such as buffer yards and on-site stormwater measures would be required at development.
No vote on final zoning was taken. The board placed bill 3694 on first reading and opened the public hearing; the hearing was closed and the item was held over to a future meeting for additional review and possible conditions tied to road and pedestrian safety.
