The Kirkwood City Council took the following formal actions on Oct. 16.
Traffic-signal agreement (Bill 11094, first reading): Council approved first reading of an ordinance authorizing the mayor to enter a traffic-signal and crosswalk enhancement agreement with St. Louis County for the intersections of Big Bend Road & Couch Avenue and Big Bend Road & Geyer Avenue. Staff said the council will be presented with final cost figures later; first reading passed by voice vote.
Farmers Market Advisory Committee (Resolution 92-2025): Council approved appointments to revive the Farmers Market Advisory Committee, which will provide vendor and operational guidance and meet at least twice a year. Staff explained the committee provides a vendor/citizen voice and will work alongside the SBD advisory board.
Woodgate Drive water-main replacement and street reconstruction (Resolution 93-2025): Council accepted JL Contracting's bid and authorized a contract not to exceed $2,246,956.75 (including a 10% contingency) for water-main replacement and street reconstruction. Staff said the project covers roughly 2,000 feet of main; the water portion is about $900,000 and the remaining cost is street reconstruction. Staff also noted the low bidder KJ Understall had an incomplete prior project, and recommended awarding to JL Contracting (the next-lowest responsible bidder) because of schedule sensitivity near Westchester Elementary. The council approved the resolution by roll call.
Electric-department fee schedule (Resolution 94-2025): Council approved a revision to electric rates effective Nov. 1 (average 14.8% increase) to replenish electric and general-fund reserves; see separate coverage for details. The resolution passed by roll call vote.
Missouri Joint Municipal Electric Utility Commission appointments (Resolution 95-2025): Council appointed Interim Director Rick McKinley as director and Electric Superintendent Jim Krysko as alternate to the Missouri Joint Municipal Electric Utility Commission; roll call approval.
