Council held a public hearing on a voluntary annexation request from Woods Mill Development and carried first readings related to a development agreement.
Staff member Miss Bell introduced the request and displayed maps of the site, saying the area outlined in red proposed for annexation is about 17 acres within a 77‑acre tract and that the applicant plans the first phase to cover roughly 25 acres. Miss Bell said the red parcel is voluntary to annex, the surrounding properties are zoned R‑3, and the applicant requested R‑3 multifamily residential zoning for the annexed area. She said the preliminary plat shows about 44 lots intended for mostly fourplex/multifamily development and that utilities have capacity but will require extensions.
Caleb Homan of Archer Elgin Engineering spoke for the applicant and described cleanup work and coordination with the Audubon group, noting a proposed trail connection into the adjacent Audubon property. Developer Mike Wazner said the annexation is being completed in stages for cost reasons: “Money. It’s simple,” he told the council, adding that current development costs make a phased approach necessary. Homan and Wazner said utility extensions will come from the east and that the applicant has worked with RMU and Intercounty on easements.
Staff said the Planning & Zoning Commission recommended approval 7–0. Council read a first reading of an ordinance authorizing the mayor to execute a voluntary development agreement between the City of Rolla and Woods Mill Development LLC; staff explained the agreement would define RMU electrical and water extensions, solid‑waste service by the city, thresholds for public street connections to White Columns Drive, and developer/city participation for trail and street improvements.
No final annexation ordinance vote was recorded at this meeting; the council moved the item forward by first reading and scheduled later land‑use steps (preliminary and final plats) through Planning & Zoning as required.
Why it matters: The proposal would add multifamily housing capacity adjacent to existing R‑3 zoning, add infrastructure via utility extensions and a planned trail connection to Audubon Park, and create a 44‑lot first phase that staff says aligns with the requested zoning.
