Sarasota commission narrows strategic‑plan projects, directs staff to refine list and provide updates

The Sarasota City Commission used an Oct. 30 workshop to winnow a draft set of strategic‑plan projects and to set next steps for staff to provide project status briefings before the full plan is presented for formal adoption.

Marty Hurwitz framed the process, explaining the initial list was compiled from commissioner priorities and weighted rankings. Commissioners agreed informally that projects already underway should be identified as continuing initiatives and that a smaller set of new or not‑yet‑funded items should be prioritized for additional work and possible inclusion.

Mister Bullock, the city manager, told commissioners staff could provide status updates on at least seven of the draft projects if the commission wanted them: Newtown economic development, the Sarasota Performing Arts Center/Van Weisel work, First Street, workforce housing inventory, St. Armands status, Rosemary District parking, and other ongoing efforts. "We're prepared to do updates on at least 7 of the 10 things on the list if that would help the commission to understand current status," Bullock said.

Rather than take full project briefings at the workshop, commissioners agreed to a near‑term process: Hurwitz will recirculate an edited project list combining continuing projects with new initiatives, staff will provide updates at a regular meeting, and the commission will perform a final pass on wording and project selection before formal adoption and inclusion in the budget book.

The working list the commission discussed during the workshop included (as described on the record):

- Assess and decide whether to move forward with or cancel the Sarasota Performing Arts Center/Van Weisel project and outline next steps. - Continue Van Weisel hardening and related downtown cultural‑venue resilience work. - Review and continue Newtown economic development initiatives and support for small business and equitable investment. - Advance First Street project actions. - Prepare a report evaluating city initiatives to expand the inventory of lower‑cost housing and propose changes. - Address Rosemary District parking and longer‑term structured parking options. - Continue work on St. Armands status and related local planning matters. - Consider a downtown circulator (fixed‑route circulator/tram) connecting parking garages with key venues to increase garage use and reduce on‑street parking demand. - Pursue Fruitville Road redesign and sidewalk widening and identify funding for design work. - Update and enhance data‑driven governance, dashboards and public communications (including 3‑D mapping capabilities and website dashboards). - Review emergency communications and debrief lessons learned to improve resilience and public notification. - Update the city's climate vulnerability assessment / adaptation plan to reflect recent events and grant readiness. - Continue Whitaker Bayou bridge and related infrastructure discussions with FDOT. - Status items such as the MLK Park improvements and other park projects.

Commissioners emphasized that keeping a project on the working list does not by itself change current contracts or halt work already underway. "If somehow we did not include one of the projects that is going on right now on our list, that wouldn't mean that you stop it," Bullock said, noting most ongoing work would continue unless the commission took further formal action.

Hurwitz told commissioners he would produce a revised list and that finance staff had requested plan materials in time to include the strategic plan in the budget book; he asked commissioners to expect staff briefings and a final review before the plan is published.
