Court administration presented a package sized to accommodate potential additional red‑light cameras: three new court clerks to handle citation processing and related IT and space setup. Staff explained a $343,000 one‑time amount reflects workspace reconfiguration and equipment; approximately $360,000 is estimated for ongoing salaries and benefits for the three clerks.
Staff also cautioned that the current court database aggregates citation revenue and does not provide an easy breakdown by citation type (red‑light, school‑zone, parking, etc.). The administration said a new court system is expected in September (next rollout) that should allow separation of citation categories and clearer accounting. Council members asked that revenue restrictions required by state law for automated enforcement be tracked and reported. Some members expressed concern about enacting further cameras before ensuring the court and finance systems can classify and restrict revenues appropriately.
The motion to adopt the court modifications passed 6–1. Staff will provide periodic reporting on citation processing volumes, revenue flows and system upgrades.
