Edmonds planning board recommends 2026–2031 CFP/CIP memo to City Council

The Edmonds Citizens Planning Board unanimously recommended the 2026–2031 capital facilities and capital improvement program (CFP/CIP) memo to the City Council at its Oct. 8 meeting.

Board members discussed edits to staff wording that had incorrectly implied a single director oversaw multiple departments; members asked staff to use neutral phrasing referencing directors of the “respective departments.” Parks assistant director Shannon Burley explained that, in practice, capital-project manager positions on the engineering side are largely funded by enterprise or utility capital funds and sometimes REET, and Parks is seeking to emulate that model so parks capital-project managers’ salaries are charged to capital projects rather than the general fund.

After clarifying the wording and confirming a small edit removing an inaccurate director attribution, a board member moved to forward the memo with the change, the motion was seconded, and the board voted to recommend the CFP/CIP memo to Council with the agreed revision.

Board members made no changes to the memo’s substantive capital-project priorities during the vote and asked staff to incorporate the editorial corrections before transmittal to Council.
