A committee formed by council members presented a joint statement on Oct. 29 asking the full council to endorse a document intended to reestablish working relationships among the council, the mayor and city staff.

Councilmember Gunther described the statement as a "reaffirmation of our duty of service" and said it was drafted to honor council independence while recognizing the mayor’s responsibilities. Councilmember Hogan, who helped craft the statement, called it a "good faith" path forward and urged colleagues to sign it with the mayor. Councilmember Holland said she viewed the statement as a gesture to help return the city to normal operations.

Some councilmembers emphasized limits: several noted that a signed statement cannot bind future elected officials and that the document is intended as a near‑term, symbolic step to encourage staff to resume routine duties. Councilmember Tracy said she appreciated the effort but reserved judgment about signing language until she had reviewed the final wording and the mayor’s inclusion.

No formal vote was taken; committee members asked the council to consider signing the joint statement and to use it as a tool to reopen lines of operations and communications.

The committee said the goal is to present a united tone to the public and expedite work such as the budget and capital projects that are currently affected by ongoing operational issues.
