County says WIFA package and state funds will fix Horizon 6 red‑tagged hydrants without raising property taxes

Sonny Borelli, Mohave County supervisor, told the Tri‑City Council on Oct. 29 that a planned Horizon 6 water and fire‑suppression project will move forward without a property‑tax increase for homeowners.
Borelli said the pipeline in the Horizon 6 improvement district failed, leaving hydrants red‑tagged and residents unable to secure homeowners insurance. The county worked with the state and water‑finance partners to assemble a funding package. He said the committee approved an $875,000 WIFA application (a $350,000 grant and a $525,000 loan) and the county will use a $500,000 state appropriation as debt service to cover financing.
"This project will be completed without property taxes being raised for Horizon 6," Borelli said, and added county staff expect the item to be on a WIFA agenda later this year for final action and hope construction will be completed next year.
Borelli also said the upgrade — including a booster pump and replaced hydrants — would benefit fire suppression across the street in Lake Havasu City because fires can cross jurisdictional lines.
